fiktionsbescheinigung/aufenthaltstitel from an earlier date

is it possible to get a fiktionsbescheinigung or an aufenthaltstitel from an earlier date than the day of application of the aufenthaltstitel?

So, my wife’s previous aufenthaltstitel expired as she stayed away from Germany for more than 6 months and we applied for her new one on Sep 28 2021 which was approved by the ABH Karlsruhe and they mentioned the new cards’ validity is from Sep 28 2021.

Before that ,we applied for elterngeld for my wife. For that application, the L-Bank now wants either a aufenthaltstitle or a fiktionsbescheinigung for her from Sept 16 2021. Otherwise, our chance to apply for elterngeld is gone as our daughter will have begun her 15th lebensmonat by then.

where one could interpret the following to apply for her case:

“an electronically applied for residence permit (eRP) cannot be issued prior to expiry of the currently valid residence permit or”

as her previous eAT expired and she does not have one. But this seems like a stretch to me.

Also, we did not know about this on Sep 28 2021 when we made the application for her eAT as otherwise we could have asked the ABH at that time or could have asked ABH if its possible that the start date of eAT could be Sep 16 2021(again, this sounds like a stretch to me). I just checked our applicationa and i had without intending has requested for her eAT to being from 08-08-2021, but yeah, we could only get the appointment on Sep 28 2021.

I am curious if anyone has been on this situation or have an idea on how to handle this one way or the other?
