It’s a decorative wall plate. Those were popular during the 20th century. Nowadays, they’re almost exclusively found in old people’s houses. Often, people don’t know what to do with them when their older relatives pass away and they inherit tons of these.
Well, it’s kitsch: it’s designed to be hung on a wall, and you have to imagine it surrounded by chintz, lace, and porcelein figurines. It’s not going to be worth anything, if that’s what you’re asking.
