Cigref is pleased to announce the publication of the second edition of the Strasbourg European Digital Summit Notebooks, the result of work carried out during the event organised from 23 to 25 April 2025, in partnership with Numeum. Over three days, 200 digital decision-makers gathered in Strasbourg at the European Parliament to discuss the theme ‘Digital technology and European competitiveness’.

An event that has become unmissable for the digital ecosystem
Organised since 2024, the Strasbourg European Digital Summit (Rencontres Numériques de Strasbourg) has become a key event for the French and European digital ecosystem. Combining strategic thinking, in-depth debate and peer-to-peer dialogue, this original format brings together collective intelligence, inspiring presentations and conviviality. This second edition confirmed the growing interest in this initiative, with increased participation and the notable presence of European partners.
A unifying theme: ‘Digital technology and European competitiveness’
In an international context marked by geopolitical instability, trade tensions and technological rivalry between major powers, the question of Europe’s strategic positioning in the global digital economy is becoming increasingly pressing.
Over the course of two days, participants shared their observations, analyses and proposals in eight thematic workshops focusing on technological autonomy, business performance, digital security, artificial intelligence and the environmental footprint of digital technology.
Eight workshops to consider the digital future of Europe
TheNotebooks report on the rich discussions and collective work carried out in the eight workshops, each of which formulated a shared conviction and set out recommendations for concrete action, aimed at public authorities, the digital ecosystem and the organisations themselves.

The Meetings also provided an opportunity to hear from high-level figures on major topics:
Clara Chappaz, Minister Delegate for Artificial Intelligence and Digital Technology, was present for the presentation of the workshop findings and shared her interest in the work carried out within the framework of the RNS.
Nicolas Bouzou and Sylvie Matelly outlined the economic cost of the European Union’s technological dependencies.
Amy Greene and David Baverez provided a lucid geopolitical analysis of the balance of power between China, the United States and Europe.
Olivier Sichel, CEO of Caisse des Dépôts, called for a resolute public and private procurement policy to support European digital players.
Bruno Maisonnier and Olivier Bousquet outlined the next steps in the development of artificial intelligence.
Finally, General Christophe Gomart, Member of the European Parliament and former Director of Military Intelligence, reiterated the strategic importance of digital and space autonomy for Europe.
A shared vision of digital resilience
One of the main observations shared by all participants was the imperative to strengthen the digital resilience of our economy. This resilience cannot be reduced to digital security alone, but encompasses the ability to anticipate and adapt to geopolitical uncertainties, supply chain disruptions, regulatory changes and critical dependencies.
This ambition involves strengthening innovation capacity, supporting European technology champions, diversifying suppliers and supporting skills transformation. It also requires a collective commitment at all levels: organisations, ecosystems, the State and the European Union.
A call to action to build a collective roadmap
The 2025 Strasbourg European Digital Summit Notebooks are not simply a review of this event. They aim to catalyse initiatives by all digital stakeholders who share the conviction that technology must be a lever for building a sustainable and inclusive European future.
It is with this ambition in mind that Cigref and Numeum invite all digital players to take on board the lessons of this publication and contribute to the construction of a common roadmap, focused on action and the general interest.
