Managing a national government that, of course, has oversight into every aspect of economics, commerce, political processes, laws/contracts/assurances/policies/rules/regulations/required best practices is at best daunting. I say this not as an excuse but reason for all the ruckus.
But I seem to remember that the actual effects/impact had years to shape UK response to what they voted to do. I would have assumed that the government would have immediately upon the Voting result would have tackled the *what do we need to do, to what, how, when and where to smooth this transition.* That a scramble of legislative assistants and lawyers would have done the deep dive into what THINGS were on that list. Maybe even called upon persons and corporations/companies that would be impacted and have them discover what was needed to smooth the shifts. Years, there were years squandered.
I am more than willing to stand corrected on any of this.
