Unlegit? Do they mean illegitimate?
Anyone with half a brain knew how utterly useless it was at the time. It was a complete waste of £30 billion pounds. They were never going to run it properly and we all knew this given the government’s track record with running similar projects previously. That money should have been spent on providing families and individuals with assistance, and with supporting schools and other local services.
What do you expect for £37b competence?

The pandemic was seized upon by the Tories as a excuse of ignoring correct and legal procedure, in order to gift billions of pounds to their chums. It’s obvious, no secret and indefensible. They are crooks and thought they could get away with it in the general panic and chaos. People should be doing time for this.

Jolyon is conducting political campaigns through the courts, a waste of time and effort.
He might well win on this one and the government be found to have acted unlawfully (different to illegally), however, and this sub doesn’t want to hear this but, it won’t change a thing. There was a desperate need to get testing ramped up very quickly, which these schemes did. There was never going to be the fully lawful procurement process in that timeframe.
