European Commissioner for Enlargement, Marta Kos, stated that Ukraine and Moldova should join the EU’s energy market by 2027. Such positions were publicly stated, without tying to any particular media outlets.
“We are already integrating Ukraine, Moldova, and the Western Balkans into pan-European value chains to reduce risks and attract investments. By 2027, Ukraine and Moldova will be integrated into the EU’s energy market, which will protect our future members from energy blackmail by Russia”

In the context of these discussions, Kos also touched on the topic of Hungary blocking negotiation clusters related to Ukraine’s accession to the EU. She noted that Ukraine “does not need Orbán (the Prime Minister of Hungary) to carry out reforms”.
“We are blocked in the decision-making process, but the technical part is ongoing, and we hope that soon the work in the working groups will advance, and then we will be able to do the same as we would have done if all clusters had been officially opened”

The European Commission is preparing for publication the “Overview Before Enlargement,” scheduled for December. According to Kos, safeguard mechanisms will remain unobtrusive while candidates fulfill their commitments; however, in case of violations they will become more pronounced.

Integration into the European energy market opens access to European supply and investment instruments, creates conditions for more stable and competitive prices, and also stimulates modernization of the energy infrastructure. This is a step forward for the country’s and the region’s energy security, and also supports reforms of the energy sector, modernization of networks, and reducing dependence on imported energy.
