OKLAHOMA CITY, OKLA. (KOKH) — The State of Oklahoma has appointed Tai Phan as its new chief artificial intelligence and technology officer.

Phan, who previously served as chief technology officer for the Office of Management and Enterprise Services, will focus on enhancing government efficiency through artificial intelligence and modern technology.

“At a time when AI and emerging technologies carry both extraordinary promise and perils, I’m honored to step into this role and help lead the next stage of the state’s digital and technology transformation,” Phan said.

Phan will help agencies use AI to streamline operations, reduce manual work, and ensure systems are secure, reliable, and cost-effective. He will also help set ethical standards and best practices for AI.

His appointment fulfills a recommendation from the Governor’s Task Force on Emerging Technologies to establish a state AI officer.

State Chief Operating Officer David Ostrowe described this as a “pivotal moment” for Oklahoma.

“In this role, Phan has the responsibility and opportunity to drive meaningful change across state government, shaping how technology serves millions of Oklahomans now and in the future,” said Ostrowe.

Phan’s career includes experience in technology modernization and AI adoption across both public and private sectors. He also graduated from the University of Oklahoma.
