Russia Rejects Trump’s Peace Plan, Says Only Full Military Victory Over Ukraine Is Acceptable

A senior member of Russia’s State Duma has dismissed the 28-point peace plan recently proposed by the United States to end the war in Ukraine, describing it as a “provocation” and contrary to Russian interests.

According to The Moscow Times, First Deputy Chairman of the State Duma Defense Committee Alexei Zhuravlyov said that only a full military victory and Ukrainian capitulation could bring a definitive end to the war.

Zhuravlyov argued that Washington’s objective was to preserve Ukraine as a permanent strategic threat to Russia.

“Even in a reduced military and territorial form, Ukraine would remain a significant danger, requiring us to keep our forces on the western borders,” he said. In his view, the US seeks to free up resources for an eventual confrontation with China, using Ukraine as a containment tool against Russia.

He criticized the notion that the proposed deal could be seen as aligning with Russian demands, stating: “It would be strange to equate the American plan with Russia’s goals, no matter how much the US tries to present the deal as mutually beneficial.”

According to The Moscow Times, Russian leader Vladimir Putin confirmed on November 21 that he had received the full proposal.

The Kremlin leader suggested the document could serve as a basis for future negotiations but noted that no substantive dialogue had occurred, as Ukraine had not agreed to the terms. He also indicated that Russia is willing to continue its military campaign, saying he is “satisfied with the current dynamics” of the war.

An unnamed source close to the Kremlin told The Guardian that Putin found certain elements of the US plan appealing. However, he expressed dissatisfaction with the absence of a legally binding commitment on NATO non-expansion and the lack of a constitutional guarantee of Ukrainian neutrality.

The source added that Russia would only accept Ukraine’s EU membership if military cooperation were explicitly ruled out, citing Austria’s neutrality as a model.

Earlier, The Wall Street Journal reported that President Donald Trump had unveiled a 28-point peace plan for Ukraine. The proposal would recognize Russian control over Crimea, Donetsk, and Luhansk, establish demilitarized zones, and offer amnesty to all parties involved in the war—effectively shielding Russian officials from prosecution.

The plan also proposes redirecting $100 billion in frozen Russian assets to Ukraine’s reconstruction under US management, with an additional $100 billion from Europe.

However, EU officials have firmly rejected the scheme, calling parts of it “scandalous.” Critics argue the plan offers no enforceable safeguards, undermines Ukraine’s sovereignty, and legitimizes Russia’s territorial gains.

Ukrainian officials maintain that only binding security guarantees can prevent future aggression and reject elections or territorial concessions made under foreign pressure.

  6. The statement the article is based on is propaganda designed to help Trump. The argument Trump is making is that Ukraine needs to surrender half the country now and half the country in 2 years, because the alternative is worse. Putin wrote this deal. He’s fine with it.

  8. Putin isn’t accepting “ look how hard I tried”, he expects results. You can’t end the war Donald and Russia is running out of time. Trump has 2-3 months at most to open massive cash flows into Russia. If he doesn’t there will be a massive flow of photos videos and recordings flowing out of Russia. Putins not going down without letting the whole world know how deep he had an American President in his pocket.

  12. It’s good that Russia has rejected it, it takes the pressure off Zelensky in respect to the Americans and I know it’s doubtful but Trump may just start to realise there’s no absolutely no point in attempting to negotiate with a terrorist like Putin.

    He probably knows it already but there’s a very high likelihood that the Russians have some ugly kompromat on him from when he was broke and the American banks wouldn’t lend him any money.
