BERLIN — Germany is considering a ban on the pro-Palestinian slogan “From the river to the sea,” with officials warning it can be interpreted as a call for the destruction of Israel. The proposal, supported by Interior Minister Alexander Dobrindt, is under review by the Justice Ministry.

Felix Klein, Germany’s federal commissioner for Jewish life and antisemitism, said recent events, including the October 2023 Hamas attacks, have made such a law necessary. He acknowledged potential free speech challenges but argued that protecting Israel and Jewish communities takes priority.
German courts currently evaluate whether pro-Palestinian slogans signal peaceful protest or support for terrorism. Authorities have previously restricted demonstrations, banned Palestinian symbols in schools, and arrested activists for perceived incitement.
Klein also advocates expanding protections against discrimination to Israelis and other nationalities. He said anti-Zionism often hides antisemitic intent, noting, “In many cases, hostility toward Israel is really hostility toward Jews.”
The proposal has sparked debate over balancing free speech with Germany’s historic commitment to Israel and the need to address rising antisemitic incidents across the country.
