I’m mean, she‘s speaking about horses. it’s kind of in her ballpark. Not really a sudden jump in royal duties.

I wouldn’t call this a statement. Zara and Princess Anne attended the World Horse Welfare Annual Conference, where Zara is a patron, and gave a speech. She also part of a panel that included experts and professionals to discuss and debate the welfare of horses.
