The most mobilized allies in support of Ukraine, known as the “coalition of the willing,” met via videoconference on Tuesday, November 25. After offering condolences to the seven people killed in Russian strikes on Kyiv the previous night, the participants resumed their work of reshaping the Trump plan, building on negotiations in Geneva the previous weekend. The meeting took place nearly a week after the initial leaks about the text stunned Europeans. In their eyes, the draft agreement outlined by Washington appeared to heavily align with Russian positions.

For the first time, US Secretary of State Marco Rubio joined the discussions with Ukrainian President Volodymyr Zelensky, who attended online from Kyiv. The Elysée had even briefly hoped that President Donald Trump would join in person. Two days after the Geneva talks on Sunday, Rubio confirmed that the original plan, which was devised with Russia and did not involve Kyiv, was being overhauled. The changes were intended to remove the most contentious points and better account for Ukrainian and European security interests.
