Romanian officials have said they expect roughly 700–800 U.S. troops to leave Romania as part of a broader reduction of the American military presence on NATO’s eastern flank, bringing U.S. forces in the country back closer to pre‑Ukraine‑war levels.

After the drawdown, around 900–1,000 U.S. personnel are expected to remain stationed at key bases such as Mihail Kogălniceanu, Deveselu, and Câmpia Turzii, so this is a partial reduction rather than a full withdrawal.

What is changing

The troops leaving Romania are primarily elements of a rotational brigade that was surged to the country after Russia’s 2022 invasion of Ukraine; that rotation will end without replacement. The change reflects Washington’s shift in strategic focus, with more attention to the Indo‑Pacific and U.S. homeland priorities, while expecting European allies to assume a larger share of their own defense burden.

Impact on Romania and NATO

Romanian leaders have stressed that the U.S.–Romania strategic partnership remains intact and that NATO’s overall presence on the eastern flank, including European allies’ forces, still provides deterrence against Russia. However, some European commentators view the 700–800‑troop reduction as a warning signal about long‑term U.S. commitment, underscoring the need for continued European rearmament and regional defense cooperation.
