Why don’t your ask the person/authority you consider asking?
The ACD may be able to give you a copy if you filed it to them with your taxes. In that case, the housing ministry may also accept the tax statement. Now if you lost it, the only option I can see is the CCSS document. Why exactly is it not correct?

Maybe you can ask the payroll company? They probably have to keep a copy. Most businesses in Luxembourg outsource their payroll.
