NATO Supreme Allied Commander Gen. Philip Breedlove (Ret.) sharply criticized the idea that Ukraine might concede territory to Russia under a U.S.-backed peace plan. Breedlove said Vladimir Putin has been “very clear” about his intentions for Ukraine and “the larger Eastern Europe,” arguing that Putin views Ukraine as a province of Russia and has no incentive to reverse course after what he described as more than “1.1 million” Russian military casualties.
