    Why it’s allowed

    The Washington Treaty (also called the North Atlantic Treaty) does not name specific countries; instead it sets criteria in Article 10:

    Article 10 (the key part)

    NATO can invite any “European state in a position to further the principles of the Treaty and to contribute to the security of the North Atlantic area.”
    —but only by unanimous agreement of all NATO members.

    Ukraine is:
    • A European state,
    • Politically committed (in official policy) to NATO membership,
    • Actively cooperating with NATO.

    So the treaty itself does not block Ukraine.

    What actually determines Ukraine’s membership

    A few political conditions, not treaty restrictions:

    1. Unanimous approval

    Every NATO member must say yes. Even one “no” prevents accession.

    2. Security considerations

    Many NATO members believe admitting a country currently at war (like Ukraine) could trigger Article 5 obligations immediately.

    3. Internal reforms

    Ukraine must complete defense, judicial, and anti-corruption reforms that NATO tracks.
