President Volodymyr Zelensky on November 27, 2025 announced personnel reshuffles in the diplomatic corps: Volodymyr Tolkach was dismissed from the post of Ukraine’s ambassador to the Republic of Serbia, and his post was filled by Oleksandr Lytvynenko. Such decisions have been recorded in Decrees No. 865/2025 and No. 866/2025.
In accordance with Decree No. 865/2025, Tolkach was dismissed from the post of Ukraine’s ambassador to Serbia, and by Decree No. 866/2025, Lytvynenko was appointed head of Ukraine’s diplomatic mission in that country.
On October 7, Zelensky signed a decree dismissing Anatoliy Kutsevol from the post of Ukraine’s ambassador to Latvia.
These changes in the diplomatic personnel confirm the ongoing development of Ukraine’s foreign policy appointments.
