All information I can find online says that this “Norwegian” national song has a Swedish folk melody. Do anyone know which song it is based on?

Yes. It’s called “Vårvindar friska” (Frisky winds of Spring), aka “Den stackars Anna” (the Poor Anna) or “Molltoner från Norrland” (Notes in minor from northern Sweden).
