Ukraine, the Latvian company Tilde, and Latvia’s National AI Center signed a memorandum of cooperation aimed at developing an AI tool to accelerate the adaptation of Ukrainian legislation to EU norms.
According to the document, the parties agreed to develop a national unified translation tool and to exchange expertise in AI in order to strengthen Ukraine’s institutional capacity on the path toward EU membership.

The document establishes the framework for collaboration to develop language models, exchange expertise, and implement AI tools to support Ukraine’s institutional capacity on the path to European integration.
The signing took place under the joint chairmanship of Latvia’s Foreign Minister Baiba Braže and the Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka. Kachka emphasized that Ukraine is currently in an active phase of negotiations to join the EU.
The language technology company Tilde was chosen as the best solution for Ukraine’s needs, as the platform accounts for the features of the Ukrainian language, its phraseology, morphology, and style, which allows for authentic translations. The solution could also be scaled in the future to involve other ministries, government agencies, and enterprises.
Within the framework of the collaboration, knowledge exchange among experts, joint development of language models, and support for new AI-based digital services are planned. Also on November 26, Latvia’s Minister of Foreign Affairs Baiba Braže arrived in Kyiv on an official visit and announced €15 million in funding to provide Ukraine with drones and to support innovative research in 2026.
Prospects and impact on legislation
This step is aimed at using artificial intelligence to more quickly translate and adapt legislative texts to EU norms, increase the accuracy of translations, and make the integration process more transparent and efficient for government authorities and society.
