Canadian applying for working holiday – documents needed for Visa approval aren’t logical to get until I approved. Details in comments.

  1. I’m attempting to apply for a working holiday visa from Canada. I live on the west coast, so going to Toronto to apply is not possible. I have to mail in 2 copies of every document, my passport, photos, etc. and have them notarized (which I have many other questions about such as: do I not sign anything until its in front of a notary?). It very clearly states:

    >All of the following documents need to be presented in the given order. Please note that your original passport has to physically stay at the Consulate while processing your application since the visa sticker will be attached to your passport. Incomplete documentation may result in the rejection of your application.

    I have no idea how long the mail process will take. I can’t buy my tickets, insurance, accommodation before knowing when I’ll get approved. But I can’t get approved with those things booked. How the heck does this work?
