I’m pretty sure, you can arrange this at https://www.gentlemensbarberclub.cz/ It will cost you extra, but they have skillful hairdressers.

The haircut seems to be just painted over. I guess looking for someone who knows how to paint is the way to go.
Just a speculation, but I think it should be possible to use basic acrylic paint. It will look nice for few days, stay maybe a week, but will go down with water.
This is not a haircut. You can clearly see it was painted over the casual buzz cut.

Actually I have had similar hairstyle done this way (inspired by infringe magazine), it wasn’t so painted, it was much more free-form. Pm me I could point you out
