Last month, Lithuania recorded 325 information attacks attributed to Russia and Belarus.
The Center for Countering Disinformation at the NSDC of Ukraine released the data, noting that the agency published them in its social media post.
“Analysts from the Lithuanian army reported 325 hostile information influences in November – almost twice as many as usual. 47% of them related to military topics. Russian and Belarusian resources coordinated the spread of narratives about “threats to transit to Kaliningrad” and “provocations at the border”, trying to portray Lithuania as an “unstable” and “aggressive” state,” the statement said.

Lithuanian experts emphasize that these actions are part of Moscow and Minsk’s broader hybrid strategy.
Russia uses the transit topic as a tool of pressure on the EU, threatening actions consistent with its military doctrine.
Context and actions by Belarus
Lithuania also notes the spread of allegations of allegedly artificial tension on the border by Minsk, while Belarus is portrayed as a peacemaker, though the facts point to other provocations.
Additionally, hybrid threats are underway: meteosondes are launched from Belarusian territory, violating Lithuanian airspace and used for smuggling or gathering information. Such actions have already led to delays at Vilnius Airport and queues of more than a thousand trucks at the border.
Earlier, the Center for Countering Disinformation reported that Russia and Belarus systematically employ hybrid attacks against the Baltic states to undermine their security and weaken support for Ukraine.
According to official sources, Lithuania is considering appeals to international judicial bodies due to damage caused by meteokul from Belarus.
