Why not continue that on, build down the M7 and up to the M1? Build a ring road for your ring road. And then when that gets backed up, build another ring road outside that.
Building more ring roads further and further out from the M50 is probably the only way we’ll eventually get a motorway between Limerick and Cork.

The only way to remove cars from the roads is to offer viable, more convenient, more cost effective, sustainable modes of transport, whether they be through road space reallocation (bus lanes, bike lanes, paths, filtered permeability) or new off-road infrastructure (rail, metro).
And yes, that includes extensive use of the “stick” and not just the “carrot” as one will not be enough without the other

More roads and bigger roads mean more traffic. There may be some merit in this for different reasons, but to sort out our traffic issues, I believe we need something like 50% more buses. They shouldn’t be profit making, they should be providing a service. Run at a loss, get people where they need to on time and get everything moving.
A few thoughts,

You would sterilise a massive parcel of land, much of which is earmarked for housing development.
You would induce more traffic on to the road network so any benefit would short lived.
It would cost a fortune as a lot of the land you indicated is zoned for development and therefore very valuable, on top of the cost of the road and the bridge.
The people already living in the m4 to m3 would not like it.
An easier solution would be to invest in public transport and give people an alternative to the car.

The solution to traffic congestion is not more roads, it’s better public transport. Things like taking a half a lifetime to build a single metro line or adding to the Luas at an average speed of 1.7km per annum since construction started in 2001 might be contributing to our problems.

First off that would be devastating for Leixlip and Lucan. But also there was a bypass suggested to go through that park to allow more houses to be built and there was uproar from locals.
Tl;dr: Nobody wants these roads built in their areas.

Did you know that when they built the M50, they were told it was too small and that within 20 years, it would end up being extremely busy and cause a lot of delays. They were told at least 4 lanes. They said no, it will work, so far it’s proven to not be working.
The fact they are closing down roads and parts of dublin you can’t drive through now, has also put extra traffic on the M50, imcreased it by 40% since last year, it is now one of the most congested places in the world, more than new York, only difference is new York has 16 times the population of dublin in manhattan alone. Yet we are more congested because we have terrible councils, awful traffic management engineers who are overpaid to do terrible jobs, and a government that never listens to anything productive because they are so out of touch.
We will never get anything ever again to ease any traffic, what we will get is the most hard-line approach on forcing others not to use cars and to cycle and use public transport instead. Public transport that doesn’t exist, public transport or cycling for those living miles away from work. They are catering to the people who live In Dublin city centre, they don’t cater to anybody outside of it.
Dublin is done, there’s nothing good about it any longer. It’s a city designed to be as hard as possible for those who drive and to an absolute joke.

This is the long term govt strategy as per the [Demand Management Strategy](https://www.gov.ie/en/department-of-transport/press-releases/new-national-demand-management-strategy-aims-to-reduce-congestion-and-free-up-our-cities-and-towns/) but there’s a lot of politically unpalatable actions in it (congestion charges, parking levies, removal of on street parking etc) so its likely to fail and congestion will remain an ongoing issue for decades to come
