Ans why wouldn’t they? The fines are cheaper than doing the job properly. This government doesnt give a shit, as long as they get their lobbying perks and donations from the profits.

But our beach has “excellent” water quality as deemed by the government. It is so high quality that e.coli colonies are thriving!
They don’t even bother testing year round. Can’t be bad if you don’t test it.
I like how when water was privatised it was because those companies would invest their profits into the infrastructure and how as a Thames Water customer I’m now being billed to fund the Thames super sewer and the countless episodes of sewage discharge into waterways. There’s a bit of me that thinks I’m being mugged the fuck off. Probably just me though.

Well, thats water bills going up to pay the fines of these rip off water companies.
There’s only 2 ways to fix it, either spend billions+ on completely upgrading/replacing the drainage system or open lots more sewage plants. People don’t want either way.
