You can’t convince me an *entire page* ever needs to be redacted. Like even if it was just a list of names of victims, then the smart thing to do would be to redact the name, leave the comma, redact the name, leave the comma. This way if anyone had any doubts you could easily be like “it was a list of victims names” and anyone could look at it and be like “yeah, that’s believable enough given how many commas there are and how long each redaction is.”
