Turkey, the United States, Qatar and Egypt met on Friday to discuss the implementation of phase two of the Israel-Gaza cease-fire agreement, a spokesperson for Turkish Foreign Minister Hakan Fidan said in a statement posted on X.

The talks dealt with arrangements to ensure that “Gaza is governed by Gazans,” and the steps to be taken to establish the Board of Peace and the International Stabilization Force, the statement said.

Speaking to Haaretz ahead of the meeting, a regional source said the talks were intended to address obstacles to implementing the deal’s second phase.

According to the source, mediators share the view that a committee of Palestinian technocrats must be formed to govern Gaza before the announcement of the Board of Peace.

The meeting, held in Miami, was attended by, among others, U.S. special envoy Steve Witkoff and Qatari Prime Minister Mohammed bin Abdulrahman Al Thani.

The Wall Street Journal reported that U.S. officials presented a plan for Gaza’s reconstruction titled “Project Sunrise,” promising to pay around 20 percent of the total cost of $112.1 billion over ten years.

The project aims to rebuild infrastructure, housing and Gaza’s economy after two years of a devastating war. The 20-year-plan entails four phases of reconstruction after Hamas disarms, with construction beginning in southern Gaza.
