    The quote is completely taken out of context. If you read the whole story, she calls the part that frozen russian assets were not used to finance the aid package as a failure, not the plan itself.

  6. I was under impression that the use of frozen assets is still being discussed, but since the process took so long they moved ahead with the joint debt financing for the time being?

  7. The US confiscated or forced a lot of countries to permanently freeze terrorist money. Including state accounts.
