Ukraine and the United States have prepared several draft documents – on security guarantees, reconstruction, and a framework to end Russia’s war – President Volodymyr Zelensky said after talks in Miami, though major gaps remain between paper and battlefield reality.
Zelensky was briefed by National Security and Defense Council Secretary Rustem Umerov and Chief of the General Staff Andriy Hnatov following their meetings with US President Donald Trump’s representatives over the weekend,

“The work was productive, and several draft documents are now ready. The points are currently structured to ensure a real end to the war and to prevent a third Russian invasion,” Zelensky said on Telegram.
The agreed drafts come after weeks of chaotic diplomacy that began following the leak of a 28-point draft prepared by US officials with input from the Kremlin in late November.
In its original form, the draft would have required Ukraine to abandon its NATO membership bid, limit the size of its military, and cede territory that Russian forces have so far failed to capture on the battlefield.
The leak triggered intense diplomatic activity. Ukraine and its European partners raced to counter the proposal with an alternative less favourable to Moscow.
Their efforts produced a new 20-point plan from Kyiv, which has been thoroughly discussed with the US team in Miami over the weekend.

Kremlin’s Peskov Says He Doesn’t Understand Claimed Breakthrough in Ukraine-Russia Talks
Kremlin spokesman Dmitry Peskov said he does not understand what was meant by a “breakthrough” in Ukraine negotiations, adding such talks cannot be conducted publicly.
While Kyiv and Washington say a draft is largely complete, officials on both sides acknowledge that several provisions remain unacceptable and that a durable ceasefire is still far off.
Speaking Monday in Florida, US President Donald Trump offered few details on the talks held over the weekend in Miami, saying only that negotiations were continuing and “going okay.”
He declined to outline next steps or timelines, underscoring the gap between political movement and enforceable outcomes.
President Volodymyr Zelensky on Monday took to social media to describe the draft texts as “quite solid and dignified,” emphasizing that all possible work on the initial documents had been completed.
The framework, Zelensky confirmed, consists of 20 points. He acknowledged that “not everything is perfect,” conceding that some provisions remain unacceptable to Kyiv – just as others will be unacceptable to Moscow.
Behind the scenes, Ukrainian officials warn that without enforceable guarantees and credible deterrence, any deal risks collapsing soon after it is announced — especially as Russia continues strikes and rejects proposals for a holiday ceasefire.
