im confused, do they want italians to go to vienna, or not?
the only thing I could think of would be, that they mean that italians will fall in love with Vienna so much, that they would think of themselves/identify as Viennese when going back home.
otherwise, no idea what this should mean.
edit: ok, another thing came to mind: the more people come to vienna by train, the more trains will departe from vienna back to milano, bringing more Viennese to milan than before. kind of makes sense in my mind.

I think the ad is about the “United Cities of Tourism” initiative. For every 100 people travelling to Vienna, they’ll gift a random Viennese a trip to a European city.
