After more than two years pending, the Province of Buenos Aires finally regulated this week the Law 15.432, approved in 2023, which creates the Buenos Aires Park Ranger Service.

This enables the implementation of a scheme that elevates the task of environmental conservation in the province.

The law was regulated through Decree 2955/2025, published in the Buenos Aires Official Gazette under the signature of Governor Axel Kicillof.

In particular, this introduces structural changes in the Ministry of Environment of Buenos Aires and the Park Ranger corps.

Additionally, it also establishes specific salary improvements and working conditions for those who care for provincial reserves and parks.

The measure formalizes a legal framework that regulates missions, functions, rights, and obligations of the park rangers working in protected areas of Buenos Aires.

According to the decree’s considerations, the park rangers of Buenos Aires play a key role in custody, surveillance, control, environmental education, and fire prevention.

Key for park rangers in Buenos Aires: a 30% salary bonus for destination will be paid

The regulation established a destination bonus equivalent to 30% of the basic salary for all personnel providing services in the territory.

This economic recognition seeks to compensate for the isolation and adverse conditions in which work is carried out in many provincial reserves.

The bonus will be paid while the agent provides service in those areas. Additionally, a work schedule of 48 hours per week was set, to be distributed according to the operational needs of the system.

The regulation also approved the Uniforms, Workwear, and Personal Safety Regulations for the park rangers in Buenos Aires.

The new positions must be incorporated into the nomenclature of Law 10.430, with the intervention of the Ministries of Environment and Economy.

Finally, the decree also repeals a series of previous regulations related to the park ranger regime.

The reorganization of the Buenos Aires Ministry of Environment

The decree also reorganizes the functions and bodies of the Buenos Aires Ministry of Environment, which coordinates the work of the park rangers.

Firstly, the Department of Protected Areas is eliminated, and the Directorate of Protected Areas is created, with six departments.

Each of these will correspond to a different geographical region of Buenos Aires and will be responsible for managing the park rangers of those areas.

This new directorate will operate under the Provincial Directorate of Territorial Environmental Management with the aim of organizing the territorial management and operations of the protected areas.

The regulation also empowers the Ministry of Environment, led by Daniela Vilar, to reorganize supervision when territorial or ecosystemic reasons require it.

The six regions to organize the protected areas in Buenos Aires

With the regulation of the Park Ranger Law, the system was territorially divided into six regions that group the different protected areas of Buenos Aires:

Ventania Region: Ernesto Tornquist Provincial Park, Copper Iguana Natural Monument, Cerro Ventana Natural Monument

Island and Delta Region: Isla Martín García Natural Reserve, Isla Botija Natural Reserve, Delta in Formation Natural Reserve, Ciervo de los Pantanos Natural Monument

Metropolitan Region: Punta Lara Natural Reserve, Santa Catalina Provincial Reserve, Laguna de Rocha Natural Reserve

Central Fluvial Marine Region: Bahía Samborombón Wildlife Refuge, Bahía Samborombón Natural Reserve, Franciscana Dolphin Natural Monument, Pampas Deer Natural Monument

Marine Coastal Region: Mar Chiquita Natural Reserve, Puerto Mar del Plata Natural Reserve, Dunes Lizard Natural Monument, Colorado Goose Natural Monument

Southwest Region: Pehuen Co–Monte Hermoso Natural Reserve, Bahía Blanca Natural Reserve, San Blas Wildlife Refuge

With this regulation, the Buenos Aires government seeks to professionalize and strengthen the conservation system while improving the conditions of the park rangers in the protected areas of Buenos Aires.
