According to Ukrinform, this is reported by the Foreign Intelligence Service of Ukraine.
According to intelligence, the company that operated more than 160 ships and barges and five ports in the Dnieper-Bug Basin proved unable to meet even basic financial obligations.
As of December 1, 2025, the company’s total debt stood at 18.5 million Belarusian rubles, roughly equivalent to 6.36 million US dollars. Of this amount, 9.3 million rubles (about 3.2 million dollars) are already in enforcement proceedings.
Only 35 thousand Belarusian rubles remained in the accounts, or about 12 thousand dollars, which made it impossible to pay the salaries of nearly 400 employees and to settle mandatory payments.
Under the current political and economic conditions, prospects for reviving the river fleet in Belarus are not in sight. The combination of management decisions, infrastructure losses, and restrictions formed during Lukashenko’s rule has led to the destruction of the industry, and under this regime its revival appears unlikely

Prospects and implications for the industry
The economic crisis and the prolonged lack of investment have eroded the competitiveness of river transport. The absence of a stable financial base and the destruction of infrastructure hinder a return to full-scale operation in the near term. This affects the operation of ports and related sectors previously served by water transport.
Economy and geopolitical context
Analysts note that Belarus’s economy is drawing increasingly closer to Russia. This rapprochement spans key areas – from energy and trade to finance, investments, and the defense industry – affecting the priorities for developing critical infrastructure and the overall economic environment.
