The U.S. didn't "rule" Panama after removing Noriega in 1989-1990; rather, they deposed him, restored the elected government (Guillermo Endara), and then gradually withdrew military presence. Once Chevron rebuilds its refineries the USA approved leader (Maria Corina Machado?) will have enough money to fix the problems.
When the Houthis do it, the media calls it attacks and hijackings. When America does it, it's a blockade and seizure.
