5. I believe that there is a significant amount of fraud occurring in Minnesota; however, I must say that Nick’s “evidence” is rather weak. It would be much better to set up cameras in about ten of these childcare facilities to demonstrate that there isn’t a genuine “stream” of children. Additionally, it would be interesting to compare these fraudulent centers with legitimate ones.
