  2. Warsaw is actually bigger than some of the normal ones (I guess).

  3. These are not equivalent of the British, Irish, or American counties. Powiaty were not counties. They were more like municipalities or prefectures. To be called a county there had to be a count overseeing it in the old days. The województwo is more like a country and there is only 16 of them in Poland right now. The distinctions is important because of local governance and administration rights and regulations that have to do with who decides on what the budgets are spent on and things like that. The lowest level is called gmina and it’s usually just several towns and villages. Their chosen representatives and councils choose what to spend the money on for local project or needs so they are very important too.
