I’ll agree a lamp but as OP said no gas or electric connections visible to me anyway. Top looks vaguely oriental in design. As gates can be important in oriental design maybe a lamp for a gate pillar?

Looks like the centrepiece to a wrought iron arch. Look up pictues 10 Downing Street
It’s a pre Victorian era light, you have it upside down. It attaches to the ceiling and you place a candle inside the holder and a pattern reflects onto the walls of the room it’s in. It was a sign of prestige and wealth back in the day. I estimate it’s value to be around 150-200k. Just don’t try and clean it up or paint it or anything like that, it will lose it’s value. You could sell it on an online auction fairly easily as they are a rare item and highly sought after. Congratulations on the find dear stranger, may all you wishes come true. The world is your oyster now that you have stumbled upon a fortune.
