I think this sign was from yesterday. The sign means that payment with a bank card is not possible. Yesterday, there was a nationwide issue with card payment and many stores could only accept cash.
Today however, stores are closed because it is a public holiday.

It’s a holiday. The sign says the you can’t pay with EC-cards.
Today is a holiday, that’s why the shop is closed.
The sign says “no debit card payment possible”. I guess it’s left from yesterday, where there was [a problem with debit card readers](https://www.heise.de/news/Bundesweite-Stoerung-von-Kartenzahlungen-sorgt-fuer-Aerger-7122125.html) throughout Germany.
