The Luxembourg-American company Corporacion America Airports (CAAP) announced that it has filed a lawsuit with the Administrative Court against the decision of the Concessions Commission of the Government of Montenegro of December 26, 2026, which rejected as unfounded the objection of CAAP filed on November 27, 2025 against the new ranking list of bidders defined on November 12, 2025.
The company said in a press release that it is clear to them that the shortcomings identified in previous procedures have not been eliminated, and that neither the Tender Commission nor the Concessions Commission acted in accordance with the applicable laws and regulations of Montenegro, but additionally acted contrary to European Union law.
“CAAP will continue to persevere with full determination in pursuing the truth and legality of its clearly stated position. CAAP should be the first-place bidder,” the statement concluded.
