WPP has been selected by the European Commission to join its new multi-annual framework contract, valued at up to €180 million, for the delivery of integrated information and communication campaigns. Led by Ogilvy Social.Lab Brussels, the WPP consortium acts as a unified delivery model, bringing together a best-in-class combination of strategic, creative, media, PR and evaluation expertise. The team includes WPP Media, VML, Hogarth, Scholz & Friends, Burson, Verian and VO Europe. Together, they will support EU institutions in the design and delivery of high-impact, multi-country campaigns reaching citizens across Europe.

The framework focuses on the design and implementation of large-scale, multilingual communication campaigns across the European Union. The remit combines strategic insight, creativity, media effectiveness, public relations, and robust evaluation to connect EU priorities with citizens. WPP is among five networks that will be invited to compete for the Commission’s large integrated campaigns. 

This appointment reinforces WPP’s long-standing partnership with European institutions through its Government and Public Sector Practice. Since 2014, the Practice has been instrumental in building deep expertise in public campaigns for EU institutions, serving as the driving force behind the ability to mobilise integrated, cross-disciplinary teams to deliver complex public communication programmes at scale.

Under this framework, the consortium will support EU institutions in delivering citizen-focused communication campaigns across multiple Member States, ensuring strategic coherence at the European level while enabling culturally and linguistically relevant local execution.
