I can’t find a reference to it in the Highway code, but I was told when I was learning that you weren’t supposed to stop for anything smaller than a Large dog as doing so could cause danger to other road users by stopping unexpectedly.
Most of what I can find online states that guidance is unclear, but it mostly comes down to size of the animals as to if a court would find it reasonable to stop for them as not doing so could cause significant damage or injury.

That being said, from the article, it states that he was stopped initially, and then couldn’t be bothered to wait brings this situation into a whole different light, and I’m not sure where the driver would stand legally.

No legal requirement to try to avoid running an animal over other than a dog

Honestly I don’t see how people can do things like this. The other day I was removing a spider from my kitchen using the glass and bit of paper method. Accidentally caught one of its legs in the glass. I felt horrible about that poor little thing FOR DAYS. Honestly don’t know how someone could knowingly hurt creatures and live with themselves tbh.
