First time I went to Biel/Bienne I saw that while driving, checked that there was no one behind me and stopped to quickly snap a photo. Suddenly the police was right behind me, drove up so that our cars were side by side, asked what I was doing and I confusedly pointed at that thing. They said “ach, ja”, laughed, asked me to drive and wished me a nice day.
It is a fire exit corresponding to the maximum high a firework scale can reach. If the fire goes higher, people have to be evacuated with a helicopter.
Zeppelin exit, obviously
Ah yes, my childhood nightmare…
The only thing i could imagine is to act as a emergency exit.
So fire brigade may use a vehicle with ladder to evacuate.

The childhood dreams I had about this door… Ah, the Good ole’ times.
Seeming as I can’t see any handrails, it’s probably a “Stairway to heaven”.
