Ministry of Environment and Energy

The guidelines, strategic actions and negotiations, determined by a firm policy in the hydrocarbons sector, enabled the National Government, through the Ministry of Environment and Energy and EP Petroecuador, to generate more than USD 5 500 million for the benefit of the State in 2025, from the commercialization of Ecuadorian crude on the SPOT market.

The transactions correspond to the development of 44 international oil tenders for Oriente and Napo, carried out throughout 2025, in which approximately 91 million barrels of crude were traded under the following breakdown:

Volume of crude marketed in 2025 Type Volume Napo 28.244.728 Oriente 62.588.483

These commercial processes position Ecuadorian oil in international markets. The companies that win the tenders belong to countries such as China, Singapore, Chile, Great Britain, the United Arab Emirates and the United States, which demonstrates foreign operators’ confidence in the transactional procedures for the national hydrocarbon.

The generation of economic resources of more than USD 5 billion (bn) is allocated to the National Government’s strategic planning, which includes the execution of the public budget, the allocation of funds to strengthen education and health, the achievement of the objectives set out in the National Development Plan, and the implementation of social programs such as the fight against chronic child malnutrition.

The Fact

SPOT crude sales correspond to a type of market in which oil is traded for immediate or short-term delivery, without intermediaries and with direct exchange with the final buyer. Costs are determined in line with the international value of oil. This type of transaction provides liquidity, greater transparency and price setting that favors the interests of the State.
