KAOHSIUNG, Taiwan — Bright yellow posters have been popping up around Kaohsiung, Taiwan’s southern economic hub known for its microchip factories, ports and concert halls. The signs are for Ko Chih-en, a candidate for mayor representing the largest opposition party, the Kuomintang (KMT).
