It means: ‘We’ve been trying to reach you concerning your vehicle’s extended warranty.’
It’s just a unique magical staff… There’s no reading in to it… it looks to be inspired by “vegvisir” and “nábrokarstafur” but it probably just holds the power you decide to channel in to it 🙂
It says : Driving off road is illegal.
Probably something like

All hurr durr comments aside, this is actually a mashup of two staves. A stave of dreams and a stave to make your sheep behave.
