The old Censuses were not filled in by people themselves, they were filled in by the cnesus taker, if you look at the ones from 1901 and 1911 you’ll see all the handwriting is the same.
Also, very relevant to this, one of the questions asked was whether the person could read and write.
Could it be a double barrelled name?
