Spain launches hate speech monitoring tool to regulate online platforms

In Spain, a new instrument to measure hate speech on digital platforms is planned to be introduced to strengthen oversight of social networks’ activity.

This initiative is part of a broad regulatory wave aimed at holding online platforms accountable for content.

The new mechanism and its objectives

Spain is developing a tool called HODIO – an acronym from a Spanish expression meaning “the trace of hate and polarization” – which will allow the government to systematically monitor the presence, growth, and impact of hate speech online.

According to Pedro Sánchez, HODIO is intended to provide monitoring of the presence, dynamics, and impact of online hate speech, as well as public transparency: citizens will be able to see who blocks content, who is indifferent to the issue, and who benefits from it.

These steps raise questions about the balance between freedom of expression and protection from hate, underscoring the need for transparency in the online environment without compromising fundamental rights.

Analysts note that implementing the new mechanism could increase platform accountability and make the online space more transparent for citizens.
