According to Offshore Energy, a Houston-based company has finalized a major engineering and construction contract for a liquefied natural gas export project. Texas LNG Brownsville, which is part of the Glenfarne Group, has entered into a lump-sum turnkey agreement with the construction firm Kiewit for the project located at the Port of Brownsville in Texas.

The execution of this agreement is considered one of the final steps required before the project can reach a final investment decision. Under the contract terms, Kiewit will handle engineering, equipment procurement, module fabrication, construction, and commissioning for the entire facility, delivering a fully operational plant to Glenfarne.

Glenfarne’s chief executive noted that over approximately the last year, the project team worked closely with Kiewit to complete necessary pre-investment decision engineering. This collaboration confirmed that Kiewit’s capabilities and regional expertise align with the developer’s vision for the facility.

The executive stated the partnership aims to construct a facility that will create long-term employment and technical training opportunities for the Rio Grande Valley region. The Texas LNG project is designed as a 4 million tonnes per annum export facility in South Texas.

Construction on the project commenced in 2024, with commercial operations anticipated to start in 2028. The developer characterizes the project as green by design, intending to power it with renewable energy to operate its electric motors, which is expected to result in very low emissions for a liquefaction plant.

A Kiewit executive expressed enthusiasm for advancing the partnership with Glenfarne, highlighting the firm’s intent to apply its experience and workforce to deliver the complex project according to schedule and budget. The executive emphasized pride in working to build a premier LNG export facility on the U.S. Gulf Coast.
