Ukraine plans to open new border crossing points with Romania this summer after talks in Bucharest. Leaders also preview enhanced energy projects and regional cooperation.

This summer, Ukraine plans to open additional border crossing points with Romania. This information was confirmed by President Volodymyr Zelensky after a meeting with the President of Romania Nicusor Dan in Bucharest on March 12.

In his posts on social media, Zelensky noted that he discussed the issues of building border-crossing infrastructure and refined the details regarding specific locations, but the names of the sites have not yet been disclosed.

After the meeting with Dan, the leaders discussed primarily issues related to strengthening energy and economic cooperation between the two countries.

Cross-border energy projects and plans to expand border-crossing infrastructure played a special role in the agreements. They also discussed joint developments in the Black Sea region and prospects for oil and gas production, including the possibility of transporting American liquefied natural gas through Romania.

According to Zelensky, the talks outlined challenges in the Middle East region and their potential consequences for Ukraine’s energy security.

After the talks, the presidents signed three intergovernmental documents: a framework agreement on cooperation in the energy sector, a Ukrainian-Romanian joint statement on the production of defense products, and a joint declaration on establishing a strategic partnership between Ukraine and Romania.

This visit was not the first during the full-scale war: in October 2023, Zelensky had already visited Bucharest and met with the then-president Klaus Iohannis. Nicusor Dan began his term as President of Romania on May 26, 2025 after winning re-election. In February 2025, the Ukrainian government announced plans to build 17 new border crossing points by 2030.

Prospects for cooperation between Ukraine and Romania

It is expected that the new agreements and the infrastructure and energy projects will strengthen cooperation between the two countries and open opportunities for joint initiatives in the future.
