Their job is to help people, but yes. Their are laws and lines people need to stick to and work with.
Especially given how theirs numerous smaller and independent aid operation and groups who all out their od various sizes, backing and international support.
You still have to operate under same laws, codes and such as everyone else.
Its also to protect them, some groups moving migrants could have ties to less savoury people and end up with your NGO Under investigation for various things that mean you will be randomly searched at every airport for years.
