  1. Recently, a scandal erupted in Romania, after an independent media publication leaked several legislative proposals written by the secret services for the ruling parties. Yes, you heard it right. An institution writes its own laws and sends it in parliament for promulgation. Because this is how democracy works.

    Some extremely controversial laws are:

    – the obligation of the citizen to cooperate with the secret services when they require it. Refusal is punishable with 6 month – 3 year of jail.

    – Security officers can be investigated only after the head of the secret service gives his approval.

    – Only prosecutors chosen by secret services can investigate secret services officers.- The secret services no longer have to present any activity report in parliament.

The ruling parties have said they are working to amend the legislative proposals so that the secret services do not gain unlimited power. However, they are more upset by the leak itself than by the audacity of the secret services who wanted to create its own laws.
