For there to be a target they must have an idea how many offenders there are. Why not state that so people can actually judge the target?
Sounds like some Soviet Union style quota back in the Gulag times. Comrade Stalin says to draw up a list of how many people to arrest in which regions.

A specific number would scare a LOT of smugglers.
