They would have to cancel independence of Russia first. Russia (ruled by Yeltsin) wanted independence from USSR too. They signed dissolution of USSR together with Belarus and Ukraine.
Lithuania didn’t get independent from Russia, but Soviet Union (unless they mean in 1918…)
